Where the old record is wrong

Every widely published ABTC airport list descends from one APEC document whose data is from March 2007. These are the points where that document no longer describes Japan.

The March 2007 document named only Narita, Haneda, Kansai and Central Japan/Centrair. Japan's MOFA, on a page dated 2026-04-08, names seven: those four plus New Chitose, Fukuoka and Naha. Any list showing four Japanese airports is nineteen years out of date. source 1 source 2
Plastic ABTC issuance in Japan ceased on 1 April 2024; applications from April 2024 receive a virtual ABTC displayed in an app run by the Australian Government. One knock-on effect: Russia does not accept virtual ABTCs, so Japanese cardholders now need a Russian visa. source

What catches people out

MOFA explicitly warns that at some airports the lane carries no 'ABTC' sign and is shared with the crew or diplomat lane, and advises asking staff on arrival. Q85 source
MOFA's seven-airport statement sits under the arrivals heading. a first-hand practitioner report for Kansai describes the lane being usable in both directions, but no official source confirming departure-side lanes economy-wide was found; treat 'both' as airport-specific, not national policy.
The ABTC lane is an immigration priority, not a security-screening priority. At Kansai the airport's 'FAST LANE' security channel is a separate commercial scheme and cannot be used with an ABTC, unlike Taiwan, where the ABTC does open a dedicated security lane. source

Japan's ABTC lane is distinct from its Trusted Traveler Program and from the facial-recognition automated gates. How the lane interacts with those gates is not verified from any Immigration Services Agency source; the Kansai practitioner report notes the gates are often faster when quiet.
Holders with a Japanese residence status should be careful: presenting an ABTC at immigration can cause a short-term-business status to be granted in error and the existing residence permission to be cancelled. MOFA advises explaining the status or not presenting the ABTC. Q87 source
Source-scope warning: MOFA's ABTC pages are written for Japanese cardholders travelling abroad. Apart from Q85 they say nothing about what a foreign ABTC holder receives on entry to Japan, so the 'All Ports' finding for Japan rests on the APEC Secretariat table alone.
Permitted activities are narrow. MOFA Q78: the ABTC covers only short-term unpaid business activity, such as negotiations, market research, contract signing and unpaid after-sales service. Tourism is explicitly out of scope, and paid work can bring penalties plus revocation of the card.
Renewing or changing a passport voids the card, whatever validity is left (MOFA Q3/Q69), and so does changing employer (Q73). This is Japan's own operational answer to the different-passport question and is consistent with the APEC table's 'Not Permitted'.

Is an APEC Business Travel Card valid at every airport in Japan?

Yes. Japan admits cardholders at all ports of entry. A dedicated lane only exists at some of them, but the card itself works everywhere — arriving at an airport without a lane simply means joining the ordinary queue.

Does the card replace a visa for Japan?

Japan is a full participating member, so a valid card bearing its code on the reverse grants pre-cleared entry — exemption.. Stays are capped at 90 days per visit.

Every row above was verified against a live source on that date, and each carries the kind of source it rests on. Lane locations, terminal assignments and designated-port lists change without announcement — confirm anything you are about to travel on. Not confirmed: MOFA names airports only: no terminal-level detail, operating hours or departure-side lane appears anywhere in its FAQ, and the seven-airport list in Q85 is the whole of Japan's official disclosure, independently confirmed by a second full scrape. No Japanese airport operator's site mentions ABTC or APEC lanes. Nothing was found on lanes outside the seven, at any Japanese seaport, or on how the lane interacts with the automated gates.
