This is the correction that matters most for Korea. The Ministry of Justice grants cardholders, plus up to three accompanying people, the use of dedicated security screening lanes and priority immigration counters at international airports nationwide — not at Incheon alone, which is all any published list reports. Cardholders qualify automatically. The entitlement is scoped to airports rather than sea ports, and the ministry does not enumerate them. source

Where the old record is wrong

Every widely published ABTC airport list descends from one APEC document whose data is from March 2007. These are the points where that document no longer describes Republic of Korea.

The March 2007 baseline named Incheon as Korea's sole ABTC airport, and most circulating lists still say so. Korea's Ministry of Justice describes the benefit as available at international services at airports nationwide. Incheon remains the only one with published gate-level detail. source 1 source 2

What catches people out

Korea's mechanism is the Immigration Priority Card scheme, not a separately signposted APEC lane. ABTC holders appear as category 9 in the MOJ's eligibility table and qualify automatically, the ABTC itself serving as the priority card with no separate application. source
Companions: in Korea the holder may take up to three accompanying persons through the priority lanes. KITA notes that when the card is used in other member economies, only the cardholder may use the lane. source
The benefit covers both a dedicated security-screening lane and a priority immigration counter, broader than Japan, where the ABTC buys immigration priority only.
The January 2025 Incheon fast-track restriction did not remove the ABTC route. It killed the airline-courtesy route for premium-cabin passengers; the priority-card route survived, and ABTC holders qualify through it. Do not overread the ABTC surge. Reporting says businesspeople blocked from fast-track obtained ABTCs to speed travel in other APEC economies, not primarily at Incheon. The measured surge, from 9,422 cards issued in 2022 to 29,760 in 2024, evidences demand for outbound facilitation. source
KITA's max-stay table lists Chinese Taipei at 180 days, whereas APEC's 2022 entry table gives 90 days and Taiwan's own MOFA says two or three months. The conflict is unresolved, and 180 days is not established on KITA's authority alone. source
