Hong Kong's Immigration Department states that cardholders may use the "resident" counters where available, for both entry and exit clearance, and names no control point. Because the entitlement is written as "resident counters where available" it is broader than any airport list would suggest — but the department publishes no list of which of Hong Kong's 13 control points actually provide one, so none is claimed here. source 1 source 2

Where the old record is wrong
Every widely published ABTC airport list descends from one APEC document whose data is from
March 2007. These are the points where that document no longer describes Hong Kong, China.
- The March 2007 baseline said APEC lanes were signposted in the Arrival and Departure Halls at Hong Kong International Airport, and also available at selected ferry points and land control terminals. ImmD's current page (updated 19-11-2025) names no port at all. source 1 source 2
- Any inference from the 2007 document about which Hong Kong land and sea points carry APEC lanes is unusable, because the set of points itself has changed. source
- So the 2007 claim about the airport holds in substance even though ImmD no longer words it that way; it is the land and sea half of the 2007 claim that cannot be verified. source

What catches people out
- The Hong Kong mechanism is the 'resident' counter, not an APEC-branded lane. ImmD states that 'card holders are allowed to use "resident" counters where available'. It therefore travels with the counter infrastructure, not with a fixed list of ports. source
- ImmD's wording is asymmetric: it describes the special-lane arrangements in the United States and Canada specifically, crew lanes at all US international airports and Canadian special service lanes with APEC-logo signage, while saying nothing specific about Hong Kong's own ports beyond 'resident counters where available'.
- ImmD Note 2 states that the arrangement 'does not apply to ABTC holders of Hong Kong (China) for entry into Chinese Taipei', and Taiwan's BOCA confirms the mutual exclusion. Hong Kong Chinese citizens also need the Home Visit Permit for the Mainland.
- Hong Kong's automated gates are a separate route. Smart Departure lets eligible departing visitors use e-Channels at all control points with no enrolment. a March 2026 first-hand report describes staff directing a cardholder to an automated gate on departure rather than any ABTC lane. source
- Hong Kong still issues plastic ABTCs; it is not among the economies APEC lists as offering the virtual ABTC. ImmD's page still describes the card as 'plastic and the size of a credit card'.
- ImmD does not publish ABTC lane locations. The department's control-point contact page covers 13 main control points but says nothing about APEC lanes. Enquiries about lane locations must go to ImmD directly.
