You cannot apply to Augusta National. Membership is by invitation, the roster runs to roughly 300 people, and the handful of routes onto the course that do not involve knowing a member are all stranger than buying your way in.
The club does not publish a joining process because there is not one. Members are invited. That number — around 300 — is small enough that the entire membership would not fill a single wide-body aircraft.
The documented ways to play without being a member are almost comic in their specificity: be invited by a member; qualify for the Masters, which has close to twenty separate routes including a year-end world top-fifty finish or a PGA Tour win worth at least 500 FedEx Cup points; be one of the twenty to thirty media members drawn in the lottery to play the Monday after the tournament; play for one of the university teams granted an annual round; or caddie there, which reportedly earns one round a year.
Golf is where the unpublished barrier is most honest about itself. There is no threshold to clear because clearing thresholds is not the mechanism.
