Russian law corroborates it: Government Resolution No. 773 of 2 Oct 2009, para 4, guarantees priority processing at checkpoints across the state border generally, with no list of designated ports. source

Airports with an APEC lane

The card admits you at every port of entry. These are the airports where a dedicated lane is documented — arriving anywhere else simply means the ordinary queue.

No airport-level lane could be verified for Russia against a current source. That is a gap in the public record, not a statement that no lane exists.

Where the old record is wrong

Every widely published ABTC airport list descends from one APEC document whose data is from March 2007. These are the points where that document no longer describes Russia.

Russia is absent from the March 2007 BMG lane table, the ancestor of nearly every published ABTC airport list, and that absence was verified against the archived document. The explanation is chronological: Russia joined in 2010 and became a full participant on 1 June 2013.

What catches people out

a virtual ABTC does not work for entry to Russia. APEC states Russia 'are unable to accept virtual ABTCs at this time'. Virtual cardholders must instead obtain Russia's special permit, a free five-year multiple-entry visa sticker issued at Russian missions since 10 April 2023.
Because the scheme has moved to virtual issuance, the population of usable physical ABTCs is shrinking and is not being replenished. In practice most 2026 cardholders will need the special permit, not the card.
Russia is absent from APEC's Table 6 of economies that have transitioned to the virtual ABTC; it never adopted it.
No airport-by-airport APEC lane list for Russia could be verified. The generic legal right to priority processing at all border checkpoints is well sourced; the physical lane locations are not.
Russian-issued cards appear hampered outbound too: several Russian intake bodies now advertise 16 economies rather than 18, omitting Australia and Japan, and a Russian trade source reports Japanese pre-clearance for Russian applicants has stalled. This is secondary-tier evidence, unconfirmed by any Australian or Japanese source.
APEC's own May 2025 review says the card gives fast-track access at 'a majority of' international airports, seaports and border crossings, explicitly not all of them, and that 'the special lanes at airports are sometimes difficult to find or recognize'.
Russia's ABTC intake is not run by an immigration agency: applications go through four business associations, TPP RF, RSPP, Opora Russia and Delovaya Rossiya, and the card is issued by the MFA Consular Department.
