Taiwan states a policy rather than a list. The National Immigration Agency says it maintains dedicated express clearance counters for, among others, APEC Business Travel Card holders, and repeats this in its 2024 annual report in English. Neither source names an airport. For context the agency's border corps staffs ten airports and fifteen sea ports — but an APEC lane cannot be inferred at any of them from that alone. source 1 source 2 source 3

Where the old record is wrong

Every widely published ABTC airport list descends from one APEC document whose data is from March 2007. These are the points where that document no longer describes Chinese Taipei (Taiwan).

This is the clearest proof that the March 2007 document, and every list descended from it, is nineteen years stale: the airport was renamed from Chiang Kai-shek International to Taiwan Taoyuan International in 2006, before the document's own data date. source 1 source 2
The 2007 document named only Taoyuan, as CKS, and Kaohsiung for Chinese Taipei. The NIA's 2016 research report into Songshan passport clearance records an in-service APEC counter there, co-located with the Speedy Immigration counter, and a 2019 traveller report describes staff routing arrivals to it. source 1 source 2
Confirmed independently at Taoyuan T2 in December 2025 and Kaohsiung in August 2026: the ABTC priority route on departure runs from the priority lane entrance to dedicated security screening to an APEC-marked departure immigration lane. source 1 source 2

What catches people out

Taiwan's BOCA states that for policy reasons Taiwan and mainland China/Hong Kong mutually exclude each other from the ABTC arrangement, confirmed from the other side by Hong Kong Immigration's Note 2. a Hong Kong ABTC gives no visa-free entry to Taiwan, and vice versa. source 1 source 2
The ABTC is one of several cards funnelled into the same dedicated counters, alongside the Speedy Immigration frequent-visitor certificate, the Academic and Business Travel Card, the Plum Blossom Card and the Employment Gold Card. At Songshan the APEC counter is co-located with the frequent-visitor counter. source
Taiwan's ABTC lanes include a dedicated security screening lane on departure at both Taoyuan T2 and Kaohsiung, a materially better benefit than Japan's, where at Kansai the ABTC does not open the priority security channel.
Signage at Taiwanese airports reads 'APEC', not 'ABTC'. At Kaohsiung arrivals the board reads 'APEC, Courtesy, Crew, Diplomat & Official Only', so the lane is shared with courtesy, crew and diplomatic traffic. At Taoyuan T2 arrivals the guide board reads Priority Lane / APEC.
Taoyuan T2 arrivals: the adjacent frequent-visitor lane sometimes also displays 'APEC' on its electronic board and is usable by ABTC holders on those days. Lane assignment varies day to day, so read the boards or show staff the card.
Companions: the Taoyuan practitioner report states the priority lane is for the ABTC holder personally and companions cannot use it, in contrast to Korea, which allows three.
Since 1 October 2025 all arriving travellers must file the online Taiwan Arrival Card at ABTC holders are not exempt, though both 2025-2026 first-hand reports say officers did not ask to see it. source

Not confirmed: No Taiwanese official source names which airports have APEC lanes; the NIA and BOCA describe the counters only generically. Nothing was found for Taichung, any Taiwanese sea port, Taoyuan Terminal 1, or whether the Songshan counter serves departures. Taichung appears in NIA e-Gate lists, but that is a different scheme and no APEC lane can be inferred from it.
