Viet Nam is a full participating member, the ABTC is valid at all its international border gates by air, land and sea, and it grants 90 days per entry, not the 60 that circulating lists still quote. a new regulation, Decision 28/2026/QD-TTg, took effect on 1 July 2026, replacing Decision 09/2023/QD-TTg. Lane presence, however, is documented only for Noi Bai and Tan Son Nhat, and only by the 2007 baseline.

The APEC Secretariat's Entry Information table records Viet Nam's Ports of Entry as 'All Ports': Vietnamese law agrees and is more specific: Circular 10/2006/TT-BCA permits foreign business people holding valid ABTCs listing Vietnam 'to enter and exit Vietnam through its international border gates', and Decision 28/2026/QD-TTg Art. 23 grants the residence certificate at international border gates generally. source 1 source 2

Viet Nam is a fully participating member: it issues ABTCs and grants pre-clearance. APEC's FAQ names Viet Nam among the 19 full members. Viet Nam moved to the virtual ABTC on 25 October 2023, and hard and electronic cards have equal legal validity. source

2 Viet Nam airports have a documented APEC Business Travel Card lane: Noi Bai International Airport (HAN), Tan Son Nhat International Airport (SGN).

Is an APEC Business Travel Card valid at every airport in Viet Nam?

Yes. Viet Nam admits cardholders at all ports of entry. A dedicated lane only exists at some of them, but the card itself works everywhere — arriving at an airport without a lane simply means joining the ordinary queue.

Does the card replace a visa for Viet Nam?
